Processing of General Loan

The required documents for availing Housing Loan are given bellow. To know details about loan one can get information from Head Office  Loan Department and Zonal and Regional Office, if needed. It is earnest request to valued borrower to inquire details about instalments, rate of interest, ways of repayment system, and ways of disbursement etc. before availing loans as ours is a trifle dissimilar from others.

 

2.0 Kinds of Credits : There are seven kinds of Housing Loans are being disbursed.

2.1) General Loan : It will be availed by single person or spouse.

2.2) Group Loan : Flat wise loan for a single plot of Multi owner will be availed.

2.3) Flat/ Apartment Loan : Flat/ apartment loan which are half completed/ under constructed will be availed

2.4) Extension Loan : This kind of loan will be disbursed to complete extensive part of a constructed building under approved design.

 

2.5) Loan for Middle and Lower-Middle income group of people : The sort of loan  is provided to build  flat of 550 to 1000 square feet.

 2.6) Semi-Pacca Loan : Except Metropolitan Areas and District Towns, this kind of loan is provided to build semi-pacca houses in Upazila and Growth Centre/ Commercial area

2.7) Short tern Special Loan: This kind of loan is provided to build the ending or incomplete part of constructions.

3.0 Loan disbursed areas : At present the corporation is providing loans to all Metropolitan Cities, District Towns, Upazilas and other Growth Centres/ Commercial areas of the country. Very recently the corporation has extended loan activities to the suburb of many Upazilas.

 

4.0 Covered Part of Houses and the ceiling of Loan: The ceiling of loan is determined according to          the value of plot, location, surrounding, standard of construction and estimated rents of the house.

* For middle and lower income groups loan scheme from 550 to 1000 sqft unit within approved plan, the group loan will be sanctioned in all area of the country. Besides district town except Tongi and Savar Municipal area and Cantonment area of Savar for more than 1000 sqft unit within approved plan the group loan will be sanctioned.

 

5.0 Repayment period of Loan & Interest Rate: Along with IDCP, interest, capital the instalment is calculated for 15            years (for general loan) or 180 instalments and 240 instalments within 20 years for the scheme of middle and lower middle income group while 60 instalments within 5 years for short term special loan. The rate of interest is 12% for Dhaka & Chittagong Metropolitan area and 10% for other area.

6.0 Requirement for availing loan:

Every sane/normal citizen of Bangladesh to be considered for availing loan. Several members of a single family will not be considered for loan(Family means husband, wife & the descendants). Only a member of a single family will apply for the loan. If any loan from corporation had been taken before then until the complete of the first loan one can not apply for another loan. Only one loan will be provided in the name of husband & wife singly or jointly. For join loan, it will be ok if any one of them is the earning member. Generally there is no provision for providing loan in the name of under aged children but the loan can be given if there is a guarantor for the under aged children & the guarantor will sign for the under aged. In this case, no loan will be given to the guarantor of the under aged.

7.0 The people who have houses in the same town where they are living will not be considered for loan. But for the extension part of the proposed mortgage land under plan (if there) will be given loan (vertically or horizontally construction). Note to be taken when loan is sanctioned for the 90% rents of the constructed building as paymentable income for the proposed loan.

8.0 Requirements to  submit formal Application of General Loan:

8.1) The loan applicant will provide a copy of plan in a prescribe form of (free of cost) with the preliminary application. After inspection the approval will be given for formal application.

8.2) The applicant needs to collect a prescribed application form (Tk.500 for each to be paid from the respective Regional & Zonal Offices) .Along with all original documents mentioned in the below the form will be submitted to the respective Regional & Zonal Offices. In case of non govt. or private plot the required documents will be attached given bellow along with the from.

8.3) In case of Non government and private plot the required documents will be provided with the formal application given below.

8.3.1) Applicants original owner certificate (fresh registration/will/heba) and related photo copy of deeds with attestation. If the original deed is not             collected from registry office before applications the applicants have to give original receipt of deed, and fee of taka 200 with a certified of original deed.

8.3.2) Certified copy of C.S/S.A and R.S ledger will be submitted.

8.3.3) Mutation letter with DCR and tax paying receipt of Halson (Current Year) will be submitted.

8.3.4) Attested copy of chain of document for providing the owner of regularity of S.A/ R.S record.

8.3.5) N.E.C from district registry office from last 12 years will be submitted.

8.3.6) 2 photo copies of design of respective approval authority with attestation.

8.3.7) Soil test report with the signature of B.Sc. Civil Engineer in the metropolitan areas (Dhaka & Chittagong).

8.3.8) a) For multi storied building 2 copies of structural design. For the 6 storied building the certificate of strength from B.Sc. Civil Engineer experience at least 5 years / from the engineering firm in a prescribed table (the engineer must enlisted member of engineer institutions of Bangladesh). In case of 7 more storied building the certificate will be collected from B.Sc. Civil Engineer          experience at least 10 years or an engineering firm (the engineer must enlisted member of engineer institutions of Bangladesh). Earthquake registrant certificate for the metropolitan areas (in a prescribed form of copy) will be submitted.

8.3.9) 2 Copies of road map in a testing paper (sketch in hand) will be given to facilitate the site inspection.

8.3.10) 3 copies of specimen signature of the applicants in a blank page and 3 copies of passport size photographs of the applicant.

8.3.11) Copy of receipt application fee (for general loan taka 3 for 1000 and for flat loan taka 5 for 1000 to      respective branches of Sonali Bank Ltd., Janata Bank Ltd. BHBFC Head Office Branch or to the respective Regional and Zonal Offices of BHBFC).

8.3.12) Salary certificate or earning certificate, trade license and or affidavit of earning. TIN for tax payee and tax certificate. If the applicant is expatiate than he has to collect attested copies of photo, earning certificate from the respective consulate through foreign affairs ministry of Bangladesh.   

8.3.13) If the applicant is not earning person then the guarantor will be husband/ wife/ son/ daughter. In this case the applicant’s guarantor will have to fill up a questionnaire provided by the Corporation to give documentary evidence for his/her earning.

8.3.14) The building should be build following the approved design and there should be given declaration letter of not taking loan from other institutions in a Judicial stamp. Besides the applicant will declare of not given or receiving dowry in a declaration letter.

 

8.4)  The following documents are required for the application of a loan in case of land Allotted by the Government/National Housing Authority/ RAJUK/CDA/KDA/RDA/ Cantonment Board/Housing Society (land allotted by the Government) etc.

 

8.4.1) Original Allotment Letter (If there).

8.4.2) Possession Transfer Letter (If there).

8.4.3) Original lease dead along with one set photocopy of the deed (duly attested by  a class one gazetted officer). If the original lease deed is not available from the registry office then original receipt (given by registry office), 200 tk deed raising fee along with a certified copy of lease deed is required.

8.4.4) If the owner is turned into so by the possession letter of the main allotee, original owner's certificate and the mutation certificate of allotment authority has to be submitted.

8.4.5) Non Encumbrance Certificate (NOC) will be required to mortgage the land to corporation. None the less, documents aforesaid in the section 7 to 16 of article 9 has to be submitted.

9.0) Other documents required for Group Loan :

9.1) Registered agreement deed according to corporation's specimen, has to be submitted     with one set photocopy (duly attested by class-1 gazetted officer) in case of more than one owner.

9.2) If the main/original agreement deed is not available from the registry office, the original receipt (given from registry office) and 200 tk deed raising fee along with a certified copy is required.

10.1) To make haste the sanction of loan, all required documents to be submitted along with the application. The borrower can collect information from the Loan Department or respective Regional and Zonal Offices or counselling centre of Head Office (If needed).

10.2) Loan will be sanctioned within 20 days in case of government leasing plot and 25 days for private plot if application form is correct along with required documents.

 

 

 

11.0) Steps to be  followed after sanction :

11.1) Applicant has to invest 20 % or the more of construction cost of the proposed building, or the surplus of the difference between construction cost and sanction    amount before receiving the  first instalment.

11.2) Mortgage deed per copy 100 tk will be delivered from the relevant offices as well as Janata Bank Ltd., Purana Paltan Branch for Dhaka.

11.3) Borrower has to bear all the expenses of mortgage deed registration.

11.4) Guarantor, if there is for applicant, has to deliver a letter of guaranty within prescribed form of corporation attaching special adhesive stamp of 200 tk (or as Government determines/ fixes) before receiving the first installment. Security   bond and guarantor questionnaire form of 100 tk will be available at Janata Bank Purana Paltan Branch situated at Corporation's head office, Dhaka).

12.0) System of cheque disbursement :

12.1) In accordance with the construction works, loan is disbursed in 6/7 instalments through cheque. It is to be noted that the 1st instalment cheque has to be received within 6 months from the date of sanction letter issued after finishing certain part of the construction works stated in the sanction letter. If fail to receive the 1st instalment within this period, sanction may be cancelled. But in special case the date line of receiving cheque will be extended up to 18 months by paying fixed fees.

12.2) After the personal initial investment of borrower and after the registration of mortgage deed the 1st cheque will be disbursed. The other cheques will be disbursed by several instalments according to mentioned in the sanction letter. The next cheque will be received after receiving the 1st cheque of two months investing the required construction activities.

12.3) All the instalment cheques are issued and disbursed from the relevant zonal and regional offices.

 

13.0) Book keeping (accounts preservation) :

13.1)Data and information of every loan account is preserved in the relevant zonal and regional offices.

13.2) Borrower has to bear all the expenditures of issuing notice for loan recovery, litigation (filing a suit) and any other legal action.

14.0) Loan Recovery & Redemption:

 The entire loan can be paid off before ending the loan repayment period. Interest has to be paid to the day before the date of total loan repayment. All deposited documents will be returned to the borrower after paying off the total loan. If the redemption deed is to be done with registration, borrower has to bear the expenditure of registration.

 

Warning / Attention!!!!

 

15.0) If anyone willingly delivers or deliberately uses any false statement aiming to have loan from corporation or in the motive of persuading corporation to grant loan  surety, according to section of 35(1) of BHBFC order 1973 (P.O.-7), he will be sentenced to imprisonment up to 2 years or fined 2000 tk or will have the both penalties.

17.0) In case of the borrower who has not received the last instalment of loan, he will be delivered the advice letter with a bank memo book if he deposits 50 tk at the time of taking last cheque. New memo book will be given after ending the last page of the old one.
